February, 2009 - The Honourable, Dr. Carolyn Bennett, PC, MP, was first elected to the House of Commons in the 1997 general election and was re-elected in 2000, 2004, 2006 and 2008 representing the Toronto riding of St. Paul’s. Prior to her entrance into the Federal Liberal Leadership race Carolyn served as Opposition Critic for Social Development, a portfolio that includes social policy areas such as child care, people with disabilities, homelessness and housing. Carolyn, also served as the Vice Chair on the Standing Committee on Health and sat on the Standing Committee on National Defense and traveled with the Committee in January 2007 to Afghanistan. Presently Carolyn is the Opposition Critic for Health.

In Dec 2003, in the wake of the SARS epidemic, Paul Martin asked Carolyn to become Canada's first Minister of State for public health. During her 2 years as Minster, Carolyn set up the Public Health Agency of Canada, appointed the first Chief Public Health Officer for Canada and oversaw the establishment of a true public health network for Canada through which all 13 jurisdictions would be able to plan together in protecting the health of Canadians. Carolyn passionately drove the process to establish in 2005 the Public Health Goals for Canada.

Carolyn also served under the previous Liberal government in a wide variety of roles within Parliament, including Chair of the Standing Joint Committee on the Library of Parliament, the sub-Committee on the Status of Persons with Disabilities (Human Resources Development Committee) and was responsible for significant changes in the Disability Tax Credit, as well as the innovative e-consolation on the necessary changes to the Canada Pension Plan for Persons with Disabilities. Carolyn also served as a member of the Standing Committee on Government Operations and Estimates, the Standing Committee on Health, and the Standing Committee on Finance. As one of Parliament's most influential women MPs, she has chaired the Liberal Women's Caucus and the All-party Women's Caucus and last but not least was a member the Canada-Israel Parliamentary Friendship Group.

Prior to her election, Dr. Bennett was a family physician and a founding partner of Bedford Medical Associates in downtown Toronto. She was President of the Medical Staff Association of Women's College Hospital and Assistant Professor in the Department of Family and Community Medicine at the University of Toronto. Dr. Bennett served on the Boards of Havergal College, Women's College Hospital, the Ontario Medical Association, and the Medico-Legal Society of Toronto.

In 1986, Dr. Bennett received the Royal Life Saving Society Service Cross -- a Commonwealth award recognizing her more than twenty years of distinguished service. In 2002, she was the recipient of the coveted EVE Award for contributing to the advancement of women in politics and in 2003 received the first ever CAMIMH Mental Health Champion Award. In 2005, Carolyn received the Non-Consumer involvement award for promoting and facilitating consumer participation within the CMHA. In 2006, Carolyn received the May Cohen leadership award for hear role in the promotion of women’s health, and the Fiona Neilson Award for outstanding initiatives that foster life opportunities for children. Carolyn was also the first recipient of the National Award of Excellence for Outstanding Leadership and Dedication to Injury Prevention and Safety promotion in Canada. Bennett is also author of “Kill or Cure? How Canadians Can Remake their Health Care System” published in October 2000.

She is very proud of her St Paul’s model ... A real democracy between elections, her town hall meetings, neighbourhood checkups and weekly MSN chats have resulted in a 75% voter turnout in one of the youngest ridings in the country.

Dr. Bennett obtained her degree in medicine from the University of Toronto in 1974, and received her certification in Family Medicine in 1976. She and her husband, Canadian film producer Peter O’Brian, have two sons Jack and Ben and a lovely chocolate Lab named Marley.

Février 2009 – L’Honorable Carolyn Bennett, PC, Députée, a été élue pour la première fois à la Chambre des Commues lors de l’élection générale de 1997, et subséquemment réélue en 2000, 2004, 2006 et 2008, pour représenter la circonscription de Toronto – St. Paul. Avant d’entreprendre la course à la présidence du Parti Libéral fédéral, Carolyn a été porte-parole de l’opposition en matière de développement social, un portefeuille qui inclut des domaines de politique sociale tels que la protection de l’enfance, les personnes handicapées, les sans-abris et le logement. Carolyn a aussi été vice-présidente du Comité permanent de la santé, et a siégé dans le Comité de la Défense Nationale avec lequel elle a voyagé en Afghanistan en Janvier 2007. Carolyn est à présent porte-parole de l’opposition en matière santé.

En Décembre 2003, suite à l’épidémie du SRAS, Paul Martin a demandé à Carolyn de devenir la première Ministre d’État pour la Santé Publique du Canada. Pendant ses deux années en tant que Ministre, Carolyn a mis en place l’Agence de la santé publique du Canada, a nommé le premier Administrateur en chef de la santé publique et a supervisé l’établissement d’un véritable système de santé publique pour le Canada, qui a permis à 13 juridictions de travailler ensemble pour protéger la santé des Canadiens. Carolyn a en outre dirigé avec passion le processus pour établir en 2005 les objectifs de santé publique pour le Canada.

Carolyn a également servi sous le précédent gouvernement Libéral, dans différents rôles au sein du Parlement, dont la présidence du Comité mixte permanent de la Bibliothèque du Parlement, le Sous-comité de la condition des personnes handicapées (Comité de développement des ressources humaines). Elle a été à l’initiative de changements significatifs pour le Crédit d’impôts pour les personnes handicapées, et a établit la novatrice « e-consolation » sur les changements nécessaires au plan de pension pour les personnes handicapées. Carolyn a aussi été membre du Comité permanent des opérations gouvernementales et des prévisions budgétaires, du Comité permanent de la Santé, et du Comité permanent des Finances. Étant l’une des femmes députées les plus influentes au Parlement, elle a présidé le caucus Libéral des femmes, et le Caucus des femmes réunissant tous les partis, et enfin a été membre du Groupe d'amitié Canada-Israël.

Avant son élection, le Dr. Bennett était médecin de famille, et a notamment exercé à la clinique Bedford Medical Associates dans le centre de Toronto, dont elle fut elle-même la fondatrice. Elle fut présidente de l’association du personnel médical du Women’s College Hospital de Toronto. Enfin, Dr. Bennett fut membre des conseils d’administration du Havergal College, du Women's College Hospital, de l’Ontario Medical Association, et de la Medico-Legal Society of Toronto.

En 1986, Dr. Bennett a reçu le Royal Life Saving Society Service Cross, un prix décerné par le Commonwealth soulignant ses vingt ans de carrière. En 2002, elle fut récipiendaire du EVE Award pour sa contribution à l’avancement de la cause féminine en politique, et en 2003 reçut le premier prix CAMIMH Mental Health Champion. En 2005, Carolyn Bennett a reçu le prix Non-Consumer pour avoir fait la promotion de la participation active des « consommateurs » via l’Association canadienne pour la santé mentale. Carolyn fut aussi première récipiendaire du Prix national d'excellence pour leadership hors pair et dévouement à la prévention des traumatismes et à la promotion de la sécurité au Canada. Dr. Bennett est en outre l’auteur de “Kill or Cure? How Canadians Can Remake their Health Care System” [en anglais], publié en Octobre 2000.

Elle est très fière du « modèle » de St. Paul … Une véritable démocratie entre les élections : ses assemblées publiques, ses rencontres de voisinages et ses « chats » MSN hebdomadaires ont amené une participation de 75% des électeurs dans l’une des circonscriptions parmi les plus jeunes du pays.

Dr. Bennett a obtenu son diplôme en médecine à l’université de Toronto en 1974, et reçu son certificat en Médecine Familiale en 1976. Elle a, avec son mari, le producteur de films Canadien Peter O’Brian, deux fils Jack et Ben et un adorable labrador chocolat qui s’appelle Marley.
